This distinction matters before you touch anything. Run another fixture — a bathroom sink or the kitchen faucet — at full pressure while the shower is off. If those run normally and only the shower is weak, the problem is local to that fixture's hardware: the showerhead, the valve cartridge, or a restrictor in the supply line just for that branch. If every fixture in the house is weak, the cause is upstream — a failing pressure regulator, corroded pipe, or a clogged whole-house filter — and none of the steps below will fix it.

For personal residential use, removing a flow restrictor is not illegal — federal water-efficiency standards regulate what manufacturers can sell, not what homeowners do with a fixture they already own. Some states and municipalities with water-scarcity restrictions discourage it, and a home undergoing an official remodel with permits may need to keep code-compliant fixtures. For everyday home use, it's a personal tradeoff between pressure and water use, not a legal issue.
Why is only my shower weak when every other faucet is fine?
